HDT engages in Capacity Building because several partners and allies in HIV&AIDS and development have low capacity towards in organization and project management for progressive development. By improving the capacity of our stakeholders, they are able to provide high quality service and efficient output to the communities where they work.
In this engagement, HDT defines capacity building as working with institutions and communities to help manage their resources and/or program better as an effective means to deliver high quality services. More so, quality program delivery is dependent on the capacity to manage the institution as well as planning and implementing the programs. Thus, Capacity Building is therefore a means toward a productive and impact-driven end.
In this area, the strategic objectives are:
- Support organizations in implementing HIV Workplace Programs and develop appropriate policies and strategic interventions to better care for staff.
- Support the PLHIV partner organizations and those working in the area of HIV to collectively improve organizational and project management practices.
- Build Capacity of partner organizations in policy analysis and encourage engagement in policy processes to make its policies effective.
HDT Capacity Building Key Achievements
Projects
In Capacity Building, HDT does the following projects:
1. Organisational Development for CBO's
Objective: To strengthen the capacity of PLHIV organisations and organisations working in the field of HIV and AIDS in order to enable them to become more sustainable and create more impact in their interventions.
How: A series of workshops are conducted with selected PLHIV NGOs or CBOs. Two or three of the representatives of these organisations receive two Organisational Development trainings:

Workshop OD I is to learn how to run a healthy and transparent organisation, how to check if the constitution is reflecting your organisation, how to write a vision and mission, what organisation principles and values are important and how to identify strategic issues.

Workshop OD II is to understand and implement Project cycle management, financial management and how to write a comprehensive report.

After the training the participants have to show that they can utilise what they have learned through writing a proposal. The Dar es salaam participating organisations have succeeded in doing so and have received small grants of Tsh. 1,500,000 to use for their planned activities.

The participating NGOs are coached and mentored by a team from HDT.

2. Capacity Building for cross border partners
Objective: To build the capacity of Marang Childcare Network and its members in areas of organizational development and programming.
How: The AIHA Twinning Center under target solicitation identified HDT (basing in its hands on experience in capacity building) to support Marang and its members. A rapid assessment of Marang was done by an HDT team in three days. To build the capacity of Marang, a work plan will be developed together with Marang. This will include partnering the staff of HDT and Marang, so that there can be exchange of skills, experiences and good practices. Furthermore, HDT will work with Marang on specific topics, such as monitoring, evaluation, communication and fundraising.

3. Research and Training
Objective: To mainstream HIV and AIDS in all organisations and institutions and make employers aware of their responsibilities and opportunity to respond to the HIV and AIDS pandemic at their workplace.
How: through the development of customised workplace program and providing technical support to build in house capacity to implement the programs. HDT does the following:
